All children are entitled to a minimum of 15 hours per week from the term after their 3rd birthday, this is called Universal childcare funding (38 weeks an academic year), and some children are entitled to a further 15 hours per week. There will also be some children who are entitled to funding from the age of 9 months old (although we cannot take children until they are 2.5 years old). If you are claiming for funded hours, you will be passed an EY2C form to complete, when your child starts or if your child becomes entitled. You will also be required to fill one in if there is an increase/decrease in the hours they attend and if any details for the child/carer change (i.e., name/address). You must complete the EY2C and return it to us by the date advised by the administrator to ensure that you are able to claim your entitled hours. If you do not, then you may be invoiced for sessions. We do not accommodate Banked or Stretched Hours at Pensilva Pre-school. Complete a funding form
All children that receive funding at nursery are required to complete a funding form known as “EY2c Parent Declaration Form”, so that we can apply for your funding and allocate it to our setting. This includes children that receive:
These forms are required to be completed when your child first receives funding, and need to be updated whenever your child’s funding type changes. For example if you started off with 3 year old funding but later received 30 Hours free childcare.
These forms are uploaded to Synergy (Cornwall Council’s funding portal) and if they are not completed on time or are incomplete, your application will be rejected and your funding will not be usable at our setting.
What do I need?
To complete a funding form, you will need:
Parent / Carer’s national insurance number or NASS number
Your child’s eligibility code for funding (you will not have a code if your child is 3 or 4 years old and only receives 15 hours funding)
Your child’s eligibility code issue date (this should be listed on your confirmation email)
Proof of your child’s date of birth which can be a Birth Certificate, Passport, etc.
On the back of the form you will also have to complete a table under 4. Setting Name and Funded Hours, asking you how many hours your child will attend each day. You just need to put the number of hours, not the session times!
You will also have to state whether you intend to spread your funding to another setting. You will have to complete another funding form at your child’s other setting so we recommend you contact your other childminder for support.
Finally there is a section at the bottom of the third page that requires your signature. Once every part of the form is complete, staff will sign the form and your form can be uploaded onto Synergy for us to claim your funding.
You will need to bring in proof of your child’s date of birth (a Birth Certificate or Passport) so that we can complete the form and put your funding through.
Disclaimer:
If you do not complete a EY2c Parent Declaration Form, regardless of whether you have successfully applied for funding and have received a confirmation email, you will not be able to use your funding at our setting.
This is not a decision we have made or have any control over – this is a requirement by Cornwall Council that we must follow with no exceptions.
We will not be able to use your funding if your child’s EY2c Parent Declaration Form is not completed in full. We do need every section applicable to your child to be completed including your child’s eligibility code(unless your child receives universal funding only in which case a code is not required) code issue dates and we will need to see proof of your child’s date of birth on a passport or birth certificate.
If you choose to have your child attend nursery before your EY2c Parent Declaration Form is completed and handed in, you will be charged for childcare.
It is also important to remember that if you wish to continue receiving funding (this does not include universal funding), you must reconfirm every 3 months and you will receive an email direct to remind you when this should be done.
If you are found to have been claiming when your funding has expired and not been renewed you will be invoiced for the outstanding fees.
Universal funding is given to all children the term after there 3rd birthday. Funding term blocks are as follows;
Summer – April 1st – August 31st
Autumn – September 1st – December 31st
Spring – January 1st – March 31st
Any session fees not covered by funding will be invoiced between the 20th and 25th of each month for the following months fees and payment is required by the 7th of the month they are applicable to. As part of the new start pack for your child/children you will be requested to sign a fees and funding form as well as review and consent or refuse the £1 a day voluntary consumable fees.
